Even if we can't change the world back, even if it's stuck like that for however long it lasts, we still might be able to take it away from you.

I think you are missing the point, Jon. Even if you get rid of me it won't change the fact that I've savored my victory and that you haven't changed the world. The world will never be what it was after fear took control.

[He tucks the last file away and then closes the cabinet. This time he pulls a key from his pocket and locks it as well as the cabinet next to it.]
